The sequence
Write the spec with the attributes that control the outcome.
Send it and have the vendor state it back.
Check it at the dock.
Identify a second source for anything the menu cannot run without.
And record vendor behavior over time.
The decisions
What to specify. "Brisket" is a category. Grade, weight range, trim level, and pack are a specification, per Module 46.
A vendor filling an order for a category will supply whatever meets the description at the best margin — which is not bad faith, it is what a loose order permits.
Who to buy from. Not on price alone. Fill rate, consistency, substitution behavior, and delivery reliability — and a vendor with a slightly higher price and a high fill rate is frequently cheaper, because the cost of running out is not on the invoice.
And who has reject authority. Whoever is standing at the dock, or the control does not exist.
What you are reading
Cost per edible portion, not per case, per Module 47 — because a cheaper case with a lower yield costs more per plate and the two figures live in different reports.
And the vendor's pattern. Each substitution is forgivable; the pattern is the finding, and it only appears if someone is recording.
What goes wrong here
Bought on case price. Food cost rising while purchase prices fall.
A substitution accepted silently. Cook times change all week and nobody connects it.
And single-sourced — a menu item unavailable because one vendor missed one delivery.
Verification
Run a yield test on the highest-volume protein and compute cost per edible portion. Compare it to what you thought you were paying.
The boundary
Vendor agreements and contracts belong with a licensed attorney, and approved-source requirements are governed by the local health authority.
