The decisions
What the food is. This is the decision the whole track sits on and it is frequently never made.
Texas food is at least five distinguishable traditions — Central European butchery, Mexican masa and chile, Southern frying, ranch beef, and Gulf seafood, per Module 35. Each is coherent alone.
A menu drawing one dish from each without a governing logic produces a collection rather than a cuisine — and a guest cannot form an impression of a collection.
Which is why three regulars give three different answers, and why it shows up as flat sales rather than complaints: nobody sends back a competent dish, they just never develop a reason to come here specifically.
And whose decision it is. The owner's, informed by the building and the programming — not the kitchen's, though the kitchen has to execute it.
