The decisions
Whether to say something. The floor sees people walk out and that is the observation position that matters most at close.
And whether a departure plan exists. A refusal without a departure plan is half a decision, per the bar's Module 52 — and the half that was skipped is the one with the consequences in it.
In a rural room where nearly everyone drove, that is the operative fact.

Last call as an announcement rather than a process — a room emptying at once with everyone at their peak.
And a departure nobody watched.
Verification
Ask what the plan is when someone should not drive. If the answer is improvised, that is the finding.
